December January - last edited January The Divine-System is rather complex. Who becomes your Divine is more based on the decisions in your playthrough than who you decide to support. The way this works is, that all your actions shape the world which then votes the Divine most fitting for your world state and YOUR decision who officially to support on the war table just puts the Inquisition in the respective place towards that Divine, which will then be presented in the Epilogue. It's a magnificently complex system and I really admire what Bioware has done here.
Election of the Divine is done by the College of Clerics upon the death of the current Divine. Grand clerics are required to travel to Val Royeaux and convene until a new Divine is chosen. The vote must be unanimous. This page lists decisions that affect who is chosen as the Divine in Dragon Age: Inquisition.
Did you complete Solas' personal quest? Because I believe it needs to be done before a certain point for the romance to advance and be completed. Completed everything with him, even got the kiss female elf mage - even a Rift mage. I always get Leliana as Divine but my Inquisitors complain about the Chantry every chance and always make mage's allies.
